What is a P3M3 Assessment?
The Portfolio, Programme, and Project Management Maturity Model (P3M3) allows you to evaluate and benchmark your current performance, pinpoint areas for improvement, and devise effective optimisation strategies.
P3M3 provides a structured framework for organisations to assess their current capabilities and plan for enhancements in managing and delivering change. Since its introduction in 2005, it has included three maturity models that can be used either individually or together. These models help organisations focus on specific business areas or, more broadly, evaluate the relationships between their portfolios, programs, and projects.
The P3M3 Maturity Model
Maturity in P3M3 is described by a 5-level framework, where each level identifies ‘how well’ the organisation has embedded portfolio, programme and project management processes.
- Level 1: Awareness of process
- Level 2: Repeatable process
- Level 3: Defined process
- Level 4: Managed process
- Level 5: Optimised process
In addition, P3M3 focuses on seven perspectives, that exist across the three models and are assessed at all five maturity levels. The perspectives group together one or more processes, and are:
- Organisational governance
- Management control
- Benefits management
- Risk management
- Stakeholder management
- Finance management
- Resource management.

Frequently Asked Questions
What is a P3M3 assessment?
P3M3 (Portfolio, Programme and Project Management Maturity Model) is a structured framework that evaluates how well your organisation manages projects, programmes and portfolios. It benchmarks your current capability across five maturity levels and gives you a clear roadmap for improvement.
Who is P3M3 accredited by?
P3M3 was developed by AXELOS and our assessment service is delivered by PeopleCert-accredited assessors. You're getting an evaluation against the official, internationally recognised methodology rather than an informal audit.
What are the five P3M3 maturity levels?
Level 1 (Awareness of process) through to Level 5 (Optimised process), with Repeatable, Defined and Managed processes in between. Most organisations sit somewhere between Level 2 and 3 before undertaking a formal improvement programme.
How long does a P3M3 assessment take?
Typically these run for a few weeks, with documentation reviews, interviews and analysis/evaluation and reporting. All dependent on the scope.
Do I need to assess project, programme AND portfolio management, or can I choose one?
You can use the three models individually or together. Many organisations start with project management maturity and expand into programme and portfolio assessment once that's embedded.
What's the difference between P3M3 and your ITIL Maturity Assessment?
ITIL Maturity Assessment evaluates your IT service management practices. P3M3 evaluates how you manage projects, programmes and portfolios of change. Organisations running major transformation initiatives often benefit from both.
What do we get at the end of the assessment?
A detailed report showing your current maturity levels against each of the seven perspectives (governance, management control, benefits, risk, stakeholder, finance and resource management), plus a tailored roadmap with practical recommendations.
Does the assessment come with implementation support?
Yes. Beyond the report and roadmap, we offer ongoing support and guidance as you implement the recommended improvements, so the assessment isn't just a point-in-time score.
How much does a P3M3 assessment cost?
Cost depends on organisational scope, request a quote and we can discuss your requirements and provide a comprehensive proposal.
